دولت‌ها مهم‌ترین بازیگران نظام بین‌الملل هستند. رفتارها آنها بر مناسبات نظام بین‌الملل تأثیر گذاشته و از آن متأثر می‌شود. دولت‌ها به تناسب قدرت ملی و اراده بازیگری در عرصه بین‌‌المللی ایفای نقش می‌کنند. هیچ یک از دولت‌ها نمی‌توانند در قبال تحولات نظام بین‌الملل و محیط خارجی خود بی‌تفاوت باشند. امنیت ملی کشورها از سوی بازیگران عرصه بین‌المللی تهدید می‌شود. دولت‌ها می‌کوشند با شکل‏دادن به اتحادها و ائتلاف‌ها فرصت‌های جدیدی خلق، بر قدرت خود افزوده و با تهدیدات خارجی مقابله نمایند. دولت‌ها به منظور تأمین امنیت ملی، بهره‌گیری از فرصت‌های بین‌المللی تولید ثروت و گسترش ارزش‌ها و نگرش‌های خود در جهان همواره می‌کوشند تحولات بین‌المللی را رصد و به شکل مناسب اقدام کنند. گروه مطالعات بین‌الملل پژوهشکده مطالعات راهبردی مسئولیت دیده‌بانی و تبیین رویدادها و تحولات راهبردی محیط خارجی جمهوری اسلامی ایران‌ را برعهده دارد. تحولات و موضوعات نظام بین‌المللی به صورت نظام‌مند در سه حوزه مسائل و موضوعات سیاست خارجی، محیط پیرامونی و محیط منطقه‌ای ایران در محورهای زیر مورد بررسی و ارزیابی قرار می‌گیرد:
